As stated in law No. 23 Year 2014 about Local Government, that the local government (local government) has a Regional Head who in carrying out his duties is assisted by a Deputy Regional Head.
The Regional Head in the Province is called the Governor, The Regional Head in the Regency is called the Regent, and for the City called the Mayor.
The term of office of a regional head is only 5 years and as of the inauguration or thereafter may be re-elected in the same position only for 1 time of office only.

Regional Head Duties
- Leading the implementation or administration of government affairs which are the authority of the region in accordance with the regulations in the law and policies set by the DPRD.
- Maintaining public peace and order
- Arrange & submit a draft regional regulation regarding the Regional Long-Term Development Plan (RPJPD) and plan district regulations (Raperda) on the Regional Medium-Term Development Plan (RPJMD) to the DPRD to be discussed with the DPRD, and compiling and establishing RKPD;
- Prepare and submit draft regional regulations on RPJPD and draft regional regulations on RPJMD to DPRD for later discussion with DPRD, and compiling and establishing RKPD;
- Representing the region inside and outside the court, and can appoint a legal representative or advocate to represent and assist him in accordance with the provisions of the regulations contained in the law
- Propose / suggesting the appointment of deputy regional heads;
- Carry out other duties but still in accordance with the provisions of the legislation.
In carrying out their duties, the regional head has several powers. However, these powers and duties are prohibited from being carried out if the Regional Head is currently serving a period of detention.
As long as the regional head is serving a prison term, The duties and authorities of the regional head will be replaced and carried out by the deputy regional head.
If the regional head is serving a period of detention or is absent while there is no deputy regional head, then the regional secretary will carry out the daily tasks of the regional head. the.
Regional Head Authority
- Submitting a draft regional regulation (Raperda);
- Establishing district regulations that have previously been agreed with the District Representative Council (DPRD) ;
- Establish regional head regulations (Perkada) and also the regional head's decision;
- Taking a certain action when the situation is urgent and urgently needed by the Region and the community;
- Carry out other authorities but still in accordance with the provisions of the regulations contained in the law.
Duties of Deputy Regional Head
- Assist regional heads in :
- Leading the implementation of various government affairs that are under the authority of the Region
- Coordinate or regulate the activities of the regional apparatus and follow up on reports and findings of the results of the supervision of the supervisory apparatus
- Monitor or evaluate the implementation of regional government carried out by the provincial apparatus for the deputy governor
- Monitor or evaluate the administration of government carried out by various district or city regional apparatuses, ward, and villages for deputy regents/mayors
- Provide suggestions or proposals and considerations to regional heads in implementing regional government;
- Perform tasks & the authority of the regional head when the regional head is temporarily absent or is undergoing a period of detention
- Perform other duties in accordance with the provisions and regulations in the law
- Deputy regional heads carry out their duties & Other government obligations have been given by the regional head and determined by the regional head's decision.
Duties of Regional Heads and Deputy Regional Heads
- Practicing Pancasila, comply with and implement the Constitution of the Republic of Indonesia in 1945 and defend and maintain the integrity of the Republic of Indonesia;
- Comply with all the provisions and regulations contained in the legislation;
- Developing or growing democratic life;
- Maintain ethics & norms in the implementation of various government affairs which are the authority of the Region;
- Apply various principles regarding clean governance & good;
- Implement various national strategic programs;
- Establish working relationships with all cabinets or Vertical Institutions in the Region and Regional Apparatus.
- Submitting or informing reports on the implementation of Regional Government (local government), accountability report, as well as a summary of the local government administration report.
In carrying out or carrying out government affairs which are the authority of the Region,, regional heads and deputy regional heads also have protocol rights & financial rights.
These financial rights include basic salary, and job benefits, and other benefits.
Regional heads and deputy regional heads who are subject to temporary suspension will not get protocol rights and will only be given financial rights in the form of basic salaries, child support, & only wife/husband allowance.
